[AIS] Spinlock Deckvest report

Not sure if anyone else wears Deckvests (I think Pete does as well). The US
Sailing report on the C32 Uncontrollable Urge wreck points to a failure of
the deckvest if improperly worn/adjusted. Its interesting reading. Pia and
I love ours, and will continue to wear them, but this points to the fact
that you must correctly wear safety gear for it to work.
