A question regarding who can vote.<br>

For purposes of deciding who can vote, does is it matter whether the
issue is strictly a Fleet #1 issue or it is regional or National issue<br>
examples <br>

Is the crew weight limit enforced for series races
on Lake Minnetonka<br>
Is the weight limit and not changing of crew members
enforced for the regional championship regatta<br>
Washergate<br>

<p>Guys- I'm not sure the answer is that boat owners have more
"vested" interest because I think a steady crew has just as much
vested, albeit, time, money, efforts, travel, ideas, etc... the issue
as I see it is, the votes become diluted due to the plane fact of the
volume of votes. A boat owner is ultimately responsible for direction
of the class. If a crew would like to have that responsibility they
usually communicate that idea to the BO which ultimately directs the
class. Of course if a crew wants to be heard they ultimately need to
become boat owners.<o:p></o:p></p>
<p>John and Mike, I agree with your opinions on knowledge transfer,
and like Scott said, I believe that is conveyed through your boat
owners. Mike, while the bylaws state "Active Members" as any person
whom pays dues, this is different from boat owner status when voting on
a club level.<o:p></o:p></p>
<p>Just look at the E Scow vote last year for the Asym vs. Sym kite
issue. Everyone has an opinion, but the only way the class can
regulate the votes is by what the boat owner ultimately decides..<o:p></o:p></p>
