[Phrf] Spinnakers!

On behalf of the PHRF 1 fleet, I would like to thanks and commend the boats
from PHRF 2 that took advantage of our new fleet rule that allowed them to
sail in PHRF 1 in races of their choosing. It was designed to allow boats
to sail with spinnakers when they could, without having to switch fleets
full-time. And it's working. We were glad to have you race with us, and
hope you come back for more next year. And bring some friends!
