[Phrf] PHRF Rating Fee Reduction

Greetings PHRF racers, 
In response to the possibility of fewer races this year we have decided to reduce the PHRF rating fee to $10 for this year only. We also recommend sending in your rating form and check to Chuck sooner rather than later to give the rating chair person plenty of time to run the calculations and get them posted to the scratch sheet.
