[Sonar] Dave Perry race rules seminar on March 24

I'm hopefully going to be attending the Dave Perry rules seminar on the 
24th.    I think its likely going to fill early so this is just a quick 
heads up to the Sonar group.   Later in the year, out on the race course, 
it would be nice to know when you have right of way and  the warm fuzzy 
that comes when you know that your fellow competitor knows it!
