[Sonar] The world famous 'FrankenLaser' lives again!

Josh and I launched the FrankenLaser last evening and its new home on the
rack at WCSC.   It also has a dolly to assist launching (its a 420 dolly
though)  Its alive!

We have 4 in the users group now but could probably add a couple more
regular users.

This is intended to be a Sonar community use boat.  Participants pitch in
on the rack fee which per person would come to about $50 a year and any
rigging/equipment improvements we collectively decide to do.   If you break
something,  you fix it as a gentleman's agreement. Its not intended to be a
top competitive boat to the fleet but can certainly participate in the
Tuesday night racing.   The user assumes all risk in terms of knowing how
to right it, getting out of the way of the boom etc.

I've got the centerboard, rudder and sail with me and can bring it to the
club at a regular WYC event to whomever will use it next.
