[Sonar] NOR/SI Amendment#6 - Double Handed Fleet may sail with one or two people

All - in response to feedback from several, Amendment#6 of the NOR/SI is posted here Amendment#6 to NOR/SI <https://cdn2.sportngin.com/attachments/document/9ed3-2221855/WYC_NOR-SI_Amendment6_080320.pdf#_ga=2.220984472.1293149617.1596288683-751430093.1586221660> It allows boats sailing in the Double Handed division to sail with a crew of ONE or TWO persons.

This change is effective immediately, in time for the race this evening.
