[Sonar] Need Someone To Take Ken's Minutes And Write up The Special Rules

Hi all,

 

I have found Ken's fine minutes, but the minutes don't document special
rules in a way that can be a special rules to conform to RRS. We need
somebody to do that. Ernie and JR are rules guys. How about you guys doing
it, and sending them to me to have the protest committee rules guys review,
and then Carmella will post them. Oh I forgot, Ernie your too busy.
