[Capri25] Crew member qualification

Dutch,

Upon a quick review I conditionally agree with Scott. The rules keep  
using the phrase "Racing" as in paid to race, paid to prepare a boat  
to race and then racing on the boat...

My inclination is that the requirements for level 3 have not been  
meet. I will review the rules in more detail tonight, discuss with the  
committee and give you an answer in short order.
