[Capri25] Updated Sailing Instructions (Nationals)

[Odell Tuttle]

Attached is an updated version of the sailing instructions.  The only change
is the class starting flag section.  We will be using Pennant 1 for Capri's
and Pennant 2 for Catalina's. This will also be posted on the website.
