 I don't know if this is worthy information for J-22 E- newsletter or not.

The Strib endorsed WYC  & MYC member and J-22 sailor( #25 Ethunn) 
Michael Martens for the Board of Estimate & Taxation for the City of

The Board of Estimate & Taxation (BET) is the most important Board most 
Minneapolis residents have never heard of.

The Board of Estimate has three functions:

   *    Set the maximum property tax levy for the City and Park Board.  
8% increases in property taxes under R.T., until 2010 which will be a 
11.3% increase and 2011 is forecasted to be a 15.7% increase
   *      Handles borrowing money for the City and the Park Board for 
things like street reconstruction, water infrastructure, sewers, park 
buildings, etc.
   *      Oversee the internal audit function, ensuring clean 
government. Hennepin County has 10 auditor, Minneapolis has 1, resulting 
in internal controls like a sieve   See Martens4Bet.com for the leaky

Unofficially, the Board does one other important thing. It forces 
coordination of financial policies between the City of Minneapolis and 
the Park Board. This way, the Park Board is able to retain some 
independence while still have a check and balance on their financial 
polices.
