[J22-Fleet 1] bay racing and Districts

I completely agree with all that's been said already, sailing in the Bay is
fun and practice for big fleet management.

I like the new idea of tracking time during the Burton Cup. I believe the A
and E boats already do that for a cup of their own. It won't be perfectly
fair, as the first fleet probably starts about an hour before the last
fleet and winds may increase or die down, but it would be cool to see the
results and require minimal additional effort.
