Bernie - Attached is final version of NOR/SI, which got finalized within 1 day of getting final feedback.

Steve - THANKS for your close attention to detail.  I made your suggested corrections below.

Terry - Pls make sure RC is knowledgeable & comfortable with Appendix U.  At the judges request, I deleted language in the NOR/SI that was redundant with Appendix U.  When I created the original WYC Amendment back in April, I spelled it out because I knew very few people were familiar with Appendix U.
