[Phrf] one more addition to the agenda

I realized that I had forgotten to add one more proposal from a fleet member - that we should divide the PHRF fleet into two fleets, PHRF I and II, or PHRF II and III  and that is because we have been  shrinking in size for the past 4 or 5 years - look what happened to MORC.  Think that one over.  Each fleet then would then have approximately 15 boats.
