[Phrf] Preliminary Draft of WYC 2018 Race Schedule

Guys,

Wow. This new plan for the Fall Regatta is MASSIVELY unpopular with the
PHRF fleets. With no real regatta to call our own, most looked at the two
day event (with our fleet hosting the party) as our regatta, and
effectively cutting it in half has been described as a slap in the face by
several members. To double the pain, most PHRF 2 member felt the format of
the Challenge race was unfair to PHRF boats, non-spin in particular.

I feel bad because Keven and I discussed this over the winter, and talked
about a workable solution. I communicated that potential plan to the fleet
members who asked, who are now hearing differently.

I'd suggest a re-think if thats possible.
