[S2] One Turn vs Two Turns Penalty at WYC

Hello everyone -

I am VERY pleased to report that, last night,  the Wayzata Yacht Club Race Committee Rules Review Working-Subcommittee....(read 'Terry Foster') approved a substantial change to the WYC Sailing Instructions. 

This change enables exactly the 'One Turn Penalty' provisions that the S2 Fleet has used at our Class Championships for several years. (Kevin Kenny and I drafted that language. And it's been very popular.) It is designed to make racing, especially in crowded and mixed-fleet venues, more fun and make penalties reflect the infraction. 

The exact language will be released within the week, but it essentially as follows:

If you violated a rule in Part 2 ('When Boats Meet') you may take a One Turn (360°) penalty.....As long as that infraction takes place....
- AFTER the start
- OUTSIDE the zone (remember its 3 boatlengths)
- and there is NO CONTACT between boats. 

If the infraction is prior to the start, inside the zone or if there is contact, then you do the normal two turns (720°) penalty. 

Simple. Easy. Great!
Now a small mid-cue won't irredeemably destroy your race.
