[Sonar] Official Fleet Rules

wyc.org has a page now to put special fleet rules.  Take a look at the link
at wyc.org/racing & results/Official special fleet rules.

To avoid future misunderstandings we should formalize what our rules are and
post them on the web site.

I don't think we need to get all legalistic, but just put down what our
intent is in language that is as clear as we can make it.

Maybe someone with more experience with this could take a shot at writing
our rules down and we could approve them sometime before May.   I thought of
a few things we may wish to include (see below).  Let me know if you wish to
draw up a set of fleet rules or if you have any that we need to include.

1. We are governed by the Official Sonar Class rules - except that any WYC
member may steer subject to wyc rules not just class members.  Are there
other exceptions to the official class rules?

2. On the day of the Lonar race there is no Sonar race scored in the Big
Island Series.  See the fleet 5 site for Lonar date and NOR.

3. On days when the Star of the North regatta takes place there is no Sonar
race scored.  Or should we just say that during any regatta that the fleet
officially participates in there is no Sonar scoring for the WYC series race
on the same day?

4. During the Fleet sponsored team racing events?  I am not suggesting this,
just asking.

5. No points given when you miss a WYC race to attend an official Sonar
sanctioned class race
OR
A boat may be awarded the average of its points scored in that series, for
one (missed) race per series, if a boat and its crew have traveled to race
in a class-sanctioned event. As such, the average of its points scored shall
be rounded to the nearest whole number (with .5 being rounded up to 1.0).

I don't care either way, but we can discuss it.  I noticed that they only
award points if the boat and crew travel.  Our boats seem to travel very
infrequently.
