[Phrf] Dual fleet boats

As one of the possible offenders, who is sometimes a bit tardy to the start from our Deephaven mooring, it can be tricky getting close enough to directly hail the RC. A few alternative suggestions using our various high-tech means of communication:
1.  We can text or email our intentions or other administrative matters to the RC, say an hour before the start, or
2.  The RC establishes a short period before or after the warning gun to call in such administrative matters on 68.

A question: whatever the method of communication, is it required for each race or only for the first race in the series?
