To make things more clear for future events, perhaps the WYC Sis should
have a provision like the Lake Geneva YC:

19. SCORING
19.1 A series will be scored as provided in Appendix A of the RRS using
the Low Point System and A9 modified so that each boat's series score
will be the total of her race scores, with her worst scores discarded
according to SIS Discarded Races. 
19.1(a) In Laser/Laser Radial series A and Laser/Laser Radial Youth
series A and series B, all boats will race together but be scored as in
separate classes.
19.2 A race is scored only if the number of boats in the starting area
is a minimum of:
19.2(a) Three for classes E, C, MC, X, Optimist, M-24,Sonar, and Star. 
19.3(b) Three for combined classes Laser/Laser Radial and Laser/ Laser
Radial Youth .
19.2(c) Two for class A.
19.2(d) One for the Sheridan Trophy race.
19.3 Average Points
19.3(a) A request for average points will be considered for Series A and
Series B for Classes X , Laser/ Radial Youth and IOD and for Class C for
the A Series races scheduled during the ILYA Championship, ILYA
Invitational and National Championships.

19.3(b) Requests for average points must be submitted to the Vice
Commodore no later than one week in advance of the eligible event.
Eligibility is for boats traveling to regatta. Average points will not
be granted to a yacht that is not traveling to a regatta.
19.3(c) A Class X, Laser/Laser Radial Youth, or IOD member competing in
a US Sailing championship, in the quarter finals, semifinals, or finals,
upon request will be awarded average points.
19.3(d) Class X members who are invited and attend the Class X Blue Chip
regatta upon request will be awarded average points.


19.3(e) Average points will only be awarded to members who are competing
in the boat for which they making the request.


 19.3(f) Average points will be awarded by calculating a finish place by
the following formula, before discarded races:
Finish Place = F1 + F2 + F3 + F4 + F5+ F6 +.... n
F = score of each series race where the boat was in the starting area.
n = total number races in which the boat was in the starting area. 
Decimals will be rounded upward: i.e., 3.2 will be 4.
Races awarded average points may not be counted as discarded races.
Ties will be broken in favor of the boat that was in the starting area
in the most races of the series.
